In June 2026 Cllr Breen put a North Central motion for a proper review of disabled parking on the Northside. The council answered with the individual-bay application process. He called that box-ticking. The motion passed.
In January 2026 he asked why the Context Studio co-design report with Disabled Persons' Representative Organisations was still unpublished.
He has tabled questions on dangerous footpaths at Hollybrook Grove and Kincora Road, ramps on Mount Prospect Avenue, and bikes locked to railings at Killester DART that block buggies and wheelchairs.
